Create a Czech PSN account. Try using your card with your details and leaving the country as Czech. Some it will work some wont.
If not try and get a pre paid card and top up.
Says pre purchased so as with any pricing errors always a risk of it getting taken from you and refunded.
If it works when released download the game and play on your UK account.
INSTRUCTIONS
Create a Czech PSN account on PC.
Use your real details with the postcode given a Czech one and the country set to Czech. (Google one)
Add your billing info using real details apart from using the Czech postcode.
Buy the pre order.
Log in on your PS4 with the Czech account.
Go to Settings, PSN, Wallet & add funds (150).
Go to the account on your PC and delete the card details.
